Neighborhood residents raise notification and loitering concerns after warming center activity

Two residents told the Kalispell City Council on Oct. 20 that they were not notified about neighborhood meetings regarding the local warming center and expressed concern about loitering and public safety.
Rose Aspig said she had called the neighborhood liaison three weeks earlier, supplied photos of loitering and expected to receive meeting information but had not been notified; she said a later text exchange indicated staff would respond but she still had not received the meeting notice. Kendi Nelson said she and neighbors were blocked from a neighborhood Facebook page where notices had been posted and asked the city to provide alternate notification so residents could participate.
Mayor and staff invited public comment and there were no immediate council directives in the meeting beyond staff reminder that the neighborhood liaison had responded by text and that staff planned to continue outreach. No formal action was taken at the meeting on the warming center or notification practices.
Council and staff later noted, during the manager’s report, that staff will deliver a neighborhood notice related to an East Oregon demonstration grant project and that the city intends to contact adjacent property owners for that project.
The comments were part of the meeting’s public-comment portion and did not trigger a council vote.
