The Kalispell City Council on Oct. 20 approved several resolutions, contracts and bids in votes that were carried by roll call with all council members present voting aye.
Key outcomes
- Resolution 62-95: The council adopted the 2024 Western Montana Regional Hazard Mitigation Plan, a regional document previously approved by the state, FEMA and Flathead County. Councilor Dowd noted FEMA must coordinate with the state before federal agencies can act on elements of the plan.
- Aspen Creek West Phase 1 final plat and agreements: The council approved final plat for Aspen Creek West Phase 1 (approximately 15.02 acres, 52 residential lots), a subdivision improvement agreement with a total identified improvement bond of $835,195.56 secured by two letters of credit ($360,160 and $475,035.56), and a memorandum of understanding providing for a five-year warranty period for infrastructure due to inconsistent compaction testing.
- Resolution 62-97: The council authorized the city manager to finalize a Board of Investment loan of up to $416,900 to purchase a front-load solid-waste truck; staff said the loan would be for up to five years with an adjustable rate around 5%.
- Consent agenda (approved as a block): The council approved four consent items: second reading of Ordinance 19-46 (a zoning text amendment allowing residential eaves to extend up to 2 feet into setback areas); award of a tandem-axle dump truck and plow to Missoula State Truck Center ($239,995); award of a 20-cubic-yard leaf vacuum trailer to Normont Equipment Company ($179,520); and award of the Lower Zone Storage Tank Replacement Reservoir 2 project to Preload LLC ($7,040,000).
All motions were approved by roll call; each recorded vote included Councilors Dowd, Dahlmann, Fisher, Hunter, Nunnally, Carlson and Mayor Johnson voting aye.
