Board approves purchases to protect new track and reallocates $47,000 for loading-dock engineering

The Tolland School District Board of Education approved several budget transfers to protect recently completed athletic facilities and to begin engineering work for a separate loading-dock replacement.
Board members voted to transfer $4,594.17 from a CIP professional-services account into a CIP equipment account to buy dolly wheels for soccer goals, a rubberized protection mat for the track surface and a replacement mesh sandpit cover for the long jump pit. The board heard these items are intended to prolong the life of the district’s recently completed $1.5 million track.
Superintendent Colin and business staff said protecting the rubberized track surface is a straightforward way to preserve the investment. Eva (business office) explained the items must be coded as equipment rather than professional services for state reporting and audit purposes.
Separately, the board approved reallocating $47,000 from the athletic track replacement project to pay for engineering services to evaluate and prepare bid documents for a loading-dock replacement. Administrators said the loading dock is in significant need of repair and that engineering now will allow the district to include the project in next year’s capital-improvement plan and bonding discussions.
Those two motions passed with board members voting in favor. The board also approved a set of 29 appropriation transfers for a total of $499,251.80 covering July 1–Sept. 30 transactions; the motion was moved by Joe Coletti and seconded by Drew Goffin and was approved.
Board discussion included a question about remaining surplus on the track project (approximately $190,636.63). Eva said the district will propose whether to move remaining funds to unallocated capital or to apply them to other field improvements after the project closes out and invoices are finalized. Administrators said the loading-dock engineering estimate is roughly $3,000 for preliminary services (site surveys, preliminary design and bid documents), while the full replacement will require a future RFP and larger appropriation.
