Muskogee council approves AFSCME contract, Main Street funding and multiple routine items; votes at a glance

AFSCME contract: Council authorized the mayor to execute a new fiscal-year 2026 agreement with the American Federation of State, County and Municipal Employees (AFSCME) Local 2465 and approved the same pay and additional benefits for general employees. The motion passed by roll call; all voting council members recorded yes.
Main Street Muskogee: Council approved Resolution No. 30 51 supporting Main Street Muskogee's FY 2025–26 participation in the Oklahoma Main Street Center and approved a cooperative agreement allocating $100,000 to Main Street Muskogee for the fiscal year. Roll-call votes were unanimous in favor.
Property conveyances: The council approved authorization for the parking authority to transfer certain property to the city and for the mayor to review and execute deeds conveying city property to the Muskogee County Public Safety Authority as part of a land-exchange tied to the new public safety building. Both items passed on roll call.
Equipment and claims: The finance committee approved several routine items, including the purchase of a 2026 Ram 5500 crew cab with utility bed (reported price $76,769 from Vance Brothers via state contract SW-035) for the water distribution department; that purchase was approved. Several claims lists covering department claims for July and August periods were approved by vote.
Union negotiations and executive session: Council convened executive session to discuss negotiations with AFSCME, the Fraternal Order of Police Lodge No. 95, and the International Association of Fire Fighters Local 507. Council returned to open session and authorized the AFSCME FY26 agreement as described above; no action was required on the police or firefighter negotiations following executive session.
Other routine items approved included minutes for multiple committees and the approval of a replat for Highway 69 Outlet (Omega Walmart addition), which passed after a public hearing. Full roll-call tallies appear below.
