St. Paul offers 20-year assessment option for private lead service line replacements

St. Paul Regional Water Services is promoting a lead-assessment program that lets property owners hire licensed contractors to replace the private portion of a water service line and pay the cost through a 20-year low-interest assessment.
The program also covers the public portion of the service line: if a water service line is found to contain lead, St. Paul Regional Water Services will replace the public portion at no cost, typically within the same construction season. City staff said residents can check whether the program will be on their street and complete an online intent form to receive updates.
The utility is collecting contact information from residents even if they are not currently eligible so it can notify them later. "Visit saintpaul.gov/water/leadfree to learn more about lead and the lead free SPRWS program," said a SPRWS staff member. The city’s web tools let customers check their service material and sign up to receive notifications about the program.
City staff emphasized that the assessment option is intended to let homeowners begin replacement sooner than they might otherwise wait for a full public replacement schedule. No formal vote or funding appropriation was discussed at the time of the announcement.
