The Goshen Board of Public Works and Safety unanimously adopted Resolution 2025-19 allowing the city to make a special purchase of fleet management software from TT Faster LLC (doing business as Faster Asset Solutions) under Indiana Code '1-5-22-10-7, which permits single-source data-processing contracts when only one supplier meets the city's requirements.
Carl Gaines from the Central Garage explained the city's current system is about 19 years old, access-based, nearing end-of-life and losing vendor support. He said the vendor selected had a higher startup fee but lower annual costs compared with alternatives and "did everything we needed to do," while cheaper options lacked necessary features. Gaines described the chosen product as cloud-based and noted the transaction was recommended because it best met the city's operational needs.
The board moved and approved Resolution 2025-19 without public comment.
