He said the vendor selected had a higher startup fee but lower annual costs compared with alternatives and "did everything we needed to do," while cheaper options lacked necessary features. Gaines described the chosen product as cloud-based and noted the transaction was recommended because it best met the city's operational needs.
The board moved and approved Resolution 2025-19 without public comment.
