The Goshen City Board of Public Works and Safety adopted a proposed compliance order for 315 West Oak Ridge Avenue after hearing that the new owner, Artisan Investment Group, has secured the structures and submitted a scope of work for renovation.
Don Schuler of the legal department summarized the property's history: the building commissioner found the house and garage unsafe last August after evidence of long-term vacancy, water intrusion and vandalism. The property changed hands after a tax-sale process; Artisan acquired clear title in mid-June, Schuler said.
Travis, a building department inspector, testified that Artisan has taken steps to secure the property and provided a scope that includes a new metal roof for the house and garage, vinyl siding, new windows and an overhead garage door, interior structural repairs including floor joists, substantial electrical work and new HVAC. Schuler told the board Artisan had demonstrated responsiveness and capacity to complete repairs.
Under the order adopted by the board, Artisan must complete exterior repairs on the house and garage by the end of this year, pass required rough inspections by March 31 next year, and pass final inspections to obtain occupancy by June 30. The board scheduled a review hearing for July 2 and authorized the building commissioner to schedule a compliance hearing should the owner fail to meet the benchmarks.
Colin Schwartz and a representative from Artisan said they planned to prioritize a separate cluster of properties but expected to install a new roof on the property this fall and complete the full renovation by next summer. The motion to adopt the proposed order carried unanimously.
