The Richmond City Unsafe Building Commission on Aug. 19 upheld a $220 code-enforcement ticket issued to the owner of 405 College Avenue after a dispute over whether the property's front beds constituted a maintained pollinator garden or uncultivated vegetation exceeding allowable height.
Sherry Ritchie of the Richmond Code Enforcement Department told the commission the property, owned by Daniel Sims, had multiple notices dating to May 2021 documenting overgrown vegetation. Inspectors returned to the property in May 2025, took photographs showing vegetation exceeding three feet and issued a cut order; contractors hired by the city performed the cut.
