Board hears capital-project progress; district says phase work largely complete and $4.2 million under budget pending bids

Eastport-South Manor Central School District trustees heard a monthly capital-project update Sept. 17 from H2M (the district architects) and Park East Construction (the construction manager) on the district's multi-phase renovations and additions.
Project presenters said three of the four buildings in phase 1 (Dayton, South Street and Eastport elementary schools) are closed out, the junior/senior high work is nearly complete, and phase 2—an addition and multiple alterations at the high school plus elementary renovations—remains active. The presenters reported work-progress items including gym-floor refinishes, window and door installations, HVAC and unit-ventilator replacements, new teachers' desks and cubbies in UPK classrooms, masonry repointing and underpinning and shoring for the new high-school addition.
Board members were shown a budget summary that the presenters said currently shows the combined phases about $4,200,000 under budget, but they cautioned the board that a major package—the alterations bidding—will be opened Oct. 16, and the district will not know final cost exposure until contract negotiations are complete. The presenters said the addition portion of the high-school project is about 10% complete while the alterations are roughly 60% complete.
The update listed short-term remaining items: contractor closeout documentation and punch-list work across the sites; the high-school athletic complex will finish track and field restriping and remaining punch-list items; Eastport Elementary still needs window and sliding-glass-door installations and final door placements for bathrooms; and the high-school addition foundation underpinning and excavation work will continue through additional levels before footings are placed. Presenters said interior mechanical, electrical and plumbing rough-ins for the high-school alteration scope will be completed in coming weeks.
On athletics and grounds, the board was told that contractors repaired discoloration on the track surface and corrected damage to a long-jump area that district staff said resulted from vehicle traffic over a competition surface. The presenters said the contractor paid to repair that damage. Board members asked about gate and road paving to the high school; presenters said bids for that work will be solicited with construction planned for spring 2026, contingent on asphalt-plant availability.
Board members also raised construction-operational concerns: dust control during interior work and the effect of temporary partitions on fire drills. Presenters said contractors installed plastic barriers and additional sealing around construction zones after a dust-related fire drill; they acknowledged some dust is expected during upcoming drywall/spackle work and said the contractor would use additional taping and sealing to limit exposure while students are in the buildings.
The board was told two change orders related to ongoing work would appear on the consent agenda later in the meeting.
The district's architects and construction manager left the board with a request that the board note the October bid opening for the alterations package and that final budget-to-completion numbers will be available after the district receives and negotiates those bids.
