The community engagement proposal, piloted by councilmember Katie and staff, provides an application form, a block‑party kit with guidance on invitations and inclusivity, and a small yard‑game checkout for events. Reimbursement is after the event on presentation of receipts; alcohol and organized club or ward events are explicitly not eligible for reimbursement.
Councilmembers suggested clarifying eligibility language to prevent organized bodies (church groups, wards, or clubs) from using the program to fund institutional events rather than neighbor‑initiated block gatherings. Council also encouraged hosts to invite a councilmember or mayor to their event so city leaders can verify neighborhood participation and share city programs and resources.
The council authorized an initial fall pilot with a $2,000 program budget drawn from the city’s community engagement budget and asked staff to draft clear eligibility criteria and outreach materials. Staff intend to reassess the program after the pilot and consider a spring relaunch.
