Staff to present cell-tower lease for Discovery Park light structure to council

City staff told the Pleasant Grove City Council at the Sept. 16 work session that the city will include a single item on the regular agenda: a lease agreement with a wireless company to construct a new cell facility on top of a baseball light at Discovery Park’s Manila (Discovery) fields.
Tina (staff member) said the proposed lease includes an initial payment of $4,000 for entering the contract and an annual escalation of 4 percent — an increase from the 2–3 percent escalation the company initially proposed. Tina also told the council that city attorneys in Utah County have coordinated a template for such cell-tower leases so cities can compare negotiated terms and avoid low initial offers.
Staff said the city currently has three cell installations at Discovery Park. Tina said the wireless company initially sent an older draft with outdated numbers and that the city and neighboring jurisdictions intend to use a consistent template so municipalities are aware when better terms are negotiated elsewhere.
The item was described as a single agenda matter for the council’s regular meeting; the work session did not include a formal council vote on the lease.
