Commission hears plan for short-term-rental ordinance, city hires economic development consultant

At its Sept. 11 meeting the Planning & Zoning Commission received two city updates: (1) city staff said a short-term-rental ordinance is being drafted and could go to City Council this fall, and (2) the city has contracted with consultant HR&A to develop an economic development strategic plan and implementation roadmap.
Short-term rentals
Commissioner comment opened the discussion on short-term rentals. A commissioner said Westview (a neighboring jurisdiction referenced by speakers) prohibits short-term rentals and suggested using Westview's ordinance as a starting point; staff and a council liaison said the city manager and city attorney were drafting an ordinance that may be placed in the general code of ordinances rather than under Chapter 24. Staff said the anticipated Council introduction is in November (staff later identified Nov. 17 as the likely date) and that the city is still considering whether to hold a voluntary public hearing before Council acts.
Economic development consultant (HR&A)
Staff reported the city solicited proposals and awarded a contract to HR&A (reportedly described in the packet as HRNA; staff said a tour of commercial areas is scheduled for Sept. 22 and an initial kickoff meeting is set). The consultant will compile market research, interview stakeholders (the Bel Air Business Association was identified as a likely stakeholder) and produce an internal strategic plan with an implementation roadmap; staff said the project is budgeted.
Other council items
The city council liaison told the commission that City Council adopted related Urban Village Downtown (UVD) changes on Monday with small amendments and that council will discuss the budget next Monday.

Staff said it will circulate the Thompson & Hansen submittal packet and will return with an update on the short-term-rental ordinance and the economic development consultant's work as those items progress.
