Abilene council approves $1.25M cyber purchase, publishes $837,000 TWDB notice and clears multiple rezoning requests

The Abilene City Council on Sept. 11 approved a revised not-to-exceed figure of $1,252,000 for a city cybersecurity and network infrastructure purchase, authorized publication of a $837,000 Texas Water Development Board financing notice for lead service-line work and voted to approve a series of zoning changes and a conditional-use permit affecting multiple properties.

Councilman Clayton Price moved to amend the resolution on item 8 to reflect the newly negotiated not-to-exceed contract amount of $1,252,000; Councilman Lynn Beard seconded the motion and the council approved it. Troy Swanson, the city’s information technology director and chief information officer, told the council the purchase is related to gear replacement after a recent cyber event and that an existing annual IT refresh budget of roughly $360,000 was used to replace older devices alongside the cyber-related buys. Swanson said some previously loaned equipment was returned but that a portion of gear remains unrecovered and must be replaced.

Finance director Marjorie Knight told the council the city was approved to access $837,000 through a Texas Water Development Board program for lead service-line work. Knight said the financing package includes an interest-free loan of about $410,000; she and council members said additional details about principal-forgiveness mechanics and the exact disbursement process remain subject to final paperwork with the board and will be returned to council before bond approval on Nov. 6.

Council members also discussed insurance and reimbursement for the cyber event. City staff said the city’s cybersecurity insurance has a $75,000 deductible, total expenditures to date tied to the incident are about $1,375,900, the purchase before council is $1,252,000 and staff expect roughly $200,000 more for wireless infrastructure. To date the city has received $273,651 in insurance reimbursement and staff will submit the approved purchase to the insurer for potential reimbursement.

- Case 2025-15 (Conditional Use Permit): Allowed an RV park within the AO zoning at the 1700 block of East Loudoun with conditions to remove spaces from unstudied flood zones and an amended concept plan; motion to approve carried. Agent: Clint Rosenbaum.

- Case 2025-23: Rezoning ~4.46 acres at 4051 Westlake Road from PD-42 to AO to allow construction of a single-family residence on the front portion; motion to approve carried.

- Case 2025-24: Rezoning ~140.25 acres at 3802 Stewart Road from AO to Patio Homes; motion to approve carried. Staff noted future coordination with Dyess Air Force Base for airspace/airplane review and signaled that future development review will include roadway improvements and work with TxDOT where applicable.
