Elkhart County awards 2025 paving contract to Niblock Excavating for $2.397 million

The Elkhart County Board of Commissioners awarded the 2025-2 paving contract to Niblock Excavating and approved the related agreement and performance and payment bonds during its Sept. 15 meeting.
Kyle Wagner of the county highway department told commissioners that engineering staff reviewed bids and recommended awarding the contract to Niblock Excavating for $2,397,221. Wagner said the department oversaw the bid process and evaluation.
A motion to approve the award carried. Commissioners later approved the corresponding performance and payment bond and the agreement for the 2025 paving program; the county attorney indicated the documents were standard for county use.
The board recorded the approvals by voice vote.
The county will proceed with contracting and bond administration to allow Niblock Excavating to begin work under the 2025-2 paving program.
