Planning staff briefs commission on Horizon 2045, noise study RFQ and downtown parking study

Planning staff provided several administrative updates to the Johnson City Regional Planning Commission on Aug. 12, including the status of the Horizon 2045 plan, a forthcoming noise study related to data center impacts, parking analysis work downtown, and code review tasks such as signage updates.
Whitney Hodges, planning manager, said Horizon 2045 will have a public hearing before the City Commission and a final action is scheduled for Sept. 4. Staff is conducting an RFQ and selecting a consultant to perform a noise study and any recommended changes to the city noise ordinance after prior data-center discussions. Hodges said that changes would likely be to a city ordinance (noise regulations) rather than a zoning text amendment.
Hodges and staff also said the downtown parking study is underway and that the consultant collected public input at a recent Main Street Days event and will present findings at a City Commission workshop in September. Staff noted signage-code work is under review but did not provide a timeline; planning staff said draft signage updates exist and will be brought forward when ready.
Commissioners requested a future workshop to review bylaw updates; staff said they will schedule a workshop and consider a small working group if commissioners wish to develop bylaw revisions outside the regular meeting schedule.
