Council backs DOT safety work at Hays Road; CRTPO update lists Old Monroe widening let dates

The Indian Trail Town Council unanimously adopted a resolution on Sept. 2 supporting a North Carolina Department of Transportation safety project at the U.S. 74/Hays Road intersection after staff said DOT requires municipal backing for projects above $250,000.
Town engineering staff told the council the Hays Road project is funded entirely by DOT safety funds and does not require town money. During a presentation to the council, CRTPO representative Clarence Alser Brooks Jr. (CRTPO is the Charlotte Regional Transportation Planning Organization) said DOT staff indicated a near‑term schedule for the Hays Road safety improvements: a directional crossover with a half‑traffic signal to permit right‑in/right‑out access on Hays Road and encourage right turns plus u‑turns at the next signal. Brooks relayed DOT’s construction schedule to the council as 2025, with construction lasting about three to five months.
Brooks also presented updates on the Old Monroe Road (U‑4714) widening program in the region. He said right‑of‑way acquisition is underway on sections of the corridor and utilities are being relocated. Brooks cited let dates (the advertised construction contract date) reported by NCDOT staff: portions designated U‑4714AC have a let date in 2026 and the U‑4714BB portion has a projected construction let in 2028. He attributed the dates to NCDOT staff member Felix and repeatedly said he was conveying information from DOT sources.
Town engineer Todd Hunsinger and other staff said they had started scheduling monthly coordination meetings with NCDOT to improve communication about encroachment agreements and project timing. Council members and staff emphasized that while the town supports the Hays Road safety project, NCDOT schedules and railroad (CSX) approvals can affect timelines for nearby projects, such as Phase 1 of Indian Trail Road, which staff said is awaiting CSX coordination.
The council’s resolution does not commit town funds; staff said the project is fully funded with DOT safety funds and that the resolution allows DOT to proceed.
