The Johnson City Regional Planning Commission on Aug. 12 voted to approve the final plat for phase 1 of the Chestnut Valley subdivision and accepted a bond of $198,000 to secure incomplete improvements.
Staff said phase 1 covers 10 lots off Hairstown Road in a property zoned RP-5 with a minimum lot size of 4,000 square feet. The project includes shared driveways off Hairstown Road and meets open-space requirements with a walking/cart path that will connect to adjacent development. Staff updated the commission that the bond amount to cover incomplete work had been reduced and recommended approval of the final plat and bond.
A commissioner asked whether a stormwater detention pond near Price Road counted toward open-space requirements; staff said it was not included for this specific development and that stormwater facilities can be included in open space but were not calculated here. Another question confirmed that the detention facility would be maintained privately (HOA or property owner responsibility), not by the county or city.
Commissioner discussion was brief; a motion to approve the final plat and accept a $198,000 bond passed on a unanimous roll call.
