Planning Commission backs annexation and PCD zoning for Nelson Mazda off‑site storage on John R. Rice Boulevard

The Murfreesboro Planning Commission voted Aug. 6 to recommend annexation of roughly 2.42 acres along John R. Rice Boulevard and Spike Trail and to recommend rezoning most of the parcel to Planned Commercial District (PCD) with a GDO‑1 design overlay to allow an off‑site Nelson Mazda office and vehicle storage yard.
Planning staff presented the annexation and companion zoning application. Matthew Barbee, planning staff, said the parcel is contiguous with city limits, inside the urban growth boundary and service infill line, and “services can be extended to the subject property immediately upon annexation.” He said staff reviewed the application with other city departments and was in favor of the annexation and zoning recommendations.
Rob Olshan, consultant for the applicant, described the proposal as a repurposing of an existing barn into office and automotive detailing space, with the remainder of the lot used for inventory storage. Olshan said cars would be driven to the site from the dealership across John R. Rice Boulevard; “No customers will be invited to visit this site and no sales will be made from this lot,” he said. The applicant requested two exceptions from the zoning ordinance: elimination of the formal open‑space requirement for this use and allowance to reuse the existing building with modifications to meet design guidelines.
During public comment Jacob Gooden of 712 Spike Trail asked whether future access to Spike Trail could be added and how stormwater runoff from an asphalt parking area would be handled. Barbee replied that the site must be constructed as shown in the PCD plan book and that any future change in use or added access would require an amendment and public hearings. A project engineer explained that stormwater will be fully engineered during site plan review so the development will not increase runoff to neighboring properties: “we'll have to fully engineer the site to make certain that we do not allow any additional water that's coming off the property today to be handled on other people's property as we go through,” the engineer said.
Commissioners moved and seconded approval of the annexation and the companion zoning application “subject to staff comments.” The commission vote for both items was recorded as unanimous approval by the members voting: Miss Abelwater (Aye); Miss Savorwater (Aye); Mr. Carroll (Aye); Mr. Prince (Aye); Mr. Rollins (Aye); Mr. Wright (Aye); Chair Halliburton (Aye).
The Planning Commission will forward its recommendation to Murfreesboro City Council for final action on annexation and rezoning. If council approves both items, subsequent site‑level civil engineering and stormwater plans will be reviewed before building permits are issued.
Votes at a glance: the annexation petition and the rezoning to PCD/GDO‑1 were both recommended to city council, each by a unanimous planning commission vote.
