Church-led adopt-a-road proposal approved to proceed; administration to publish sign-up and program forms

A volunteer-led adopt-a-road program advanced at the Salisbury City Council meeting on Aug. 11 after a presentation by Dave Chittington on behalf of interested community volunteers.
Chittington described a plan for his congregation to adopt Fitzwater Street, carry out four to six cleanups per year and provide training and safety materials for volunteers, including guidance on medical waste and hazardous items to avoid. He said he had templates and documentation from programs used in other municipalities and asked how volunteers should submit cleaned-litter tallies and sign-in lists; staff told him the city would provide an updated online form.
City staff (Alan Swagger and field operations) said the Department of Infrastructure and Development maintains a cleanup form that will be revised for the adopt-a-road program, and communications staff will promote the program and a signup link on the city website. Field operations indicated the city would install a dedicated post for an adopt-a-road sign rather than using existing utility or stop-sign posts, and staff will coordinate sign installation and flaggers for safety during larger cleanups.
Chittington also said troop representatives from Troop 817 expressed interest in adopting a separate road; staff said the online signup will allow community groups to choose streets and register independently. Council members and staff thanked volunteers and said administration will notify registrants when the form and signup page are ready.
