Salisbury council approves bids, declares surplus and confirms five committee appointments

The Salisbury City Council on Aug. 11 approved a slate of procurement awards, declared surplus equipment, and adopted several resolutions and ordinances in a meeting that ran through routine business before that evening's public comments and presentations.
The council voted to award multiple bids presented by Director of Procurement Michael Lowe, including the Park Road water-main extension (ITB26-101), with a base bid of $1,838,500 to Allen Myers MD Inc. The council also authorized awards for deferred compensation plan administration (RFP25-105) to Lincoln Financial Group and for construction administration and inspection services (RFP25-111) to two firms ranked highest in the qualifications-based process. City staff said contracts include renewal clauses that permit up to four additional one-year renewals by mutual agreement.
The council declared several items surplus under the City Charter’s surplus/disposition provisions, including eight air-track intubation cameras from the Fire Department and 59 ballistic vest panels and 13 trauma panels from the Police Department; the vests were to be recycled through a ballistic vest recycler and the cameras were to be donated to mutual-aid partners.
Council members approved five resolutions appointing residents to advisory bodies: John Sater to the Bicycle and Pedestrian Advisory Committee (Res. 3417); Jessica Chittums to the Disability Advisory Committee (Res. 3418); Brian Bergen Arend to the Disability Advisory Committee (Res. 3419); Nancy Mitchell to the Public Art Committee (Res. 3420); and Shimek Edwards to the Youth Development Advisory Committee (Res. 3421). Each resolution passed by voice vote.
On ordinances, the council approved second reading ordinances to amend the Fire Prevention Code to require a city fire marshal permit for wholesale and retail sales of ground-based sparkling devices (Ord. 2947); to accept a $500 donation from the Community Foundation of the Eastern Shore to fund a garden planting at Anne Street Village (Ord. 2948); and to create a Salisbury Planning Commission independent of Wicomico County (Ord. 2949). Two additional ordinances were advanced on first reading: an amended grant agreement with the Maryland Overdose Response Program increasing funds for the Salisbury Fire Department from $542,000 to $623,000 (Ord. 2950), and a budget amendment to appropriate $150,000 received from Wicomico County related to the dissolution of the multi-jurisdictional Wicomico County Narcotics Task Force (Ord. 2951).
