Tamarac staff recommends $766,190 award to Waypoint Contracting for Westside Dog Park design-build

City of Tamarac Parks and Recreation staff recommended awarding the Westside Dog Park design-build contract to Waypoint Contracting and outlined the proposed amenities, timeline and budget.
Melissa (Parks and Recreation Director) said the RFP (25-16R) covered a currently passive neighborhood park at 100 N. 8th Terrace, half a mile north of Sunset Point Park and south of Sanibel Recreation Center. The proposed design includes separate large- and small-dog areas, dog water fountains, a 5-foot multi-purpose path, pet-waste stations, shaded benches, trash receptacles, landscaping, perimeter fencing and a central social seating area.
Melissa said the solicitation closed June 6, 2025; an evaluation committee shortlisted two proposers after scoring submissions and conducting oral presentations. The committee ranked Waypoint Contracting number one; staff noted Waypoint is a minority-owned firm operating since 2016 that works with Miller Lake Architects and Delta Engineering.
Staff presented a contract and contingency in a total project budget of $766,190.04 and recommended the City Commission award RFP 25-16R to Waypoint Contracting. Staff said a notice to proceed would be issued in fall 2025, design and permitting would take about 10 months, construction would begin in 2026, and the project would finish in 2027 (total project duration about 500 days). The item will be on the Aug. 27 commission agenda for approval.
