Planning commission approves 1‑year extension for RAV Auto site plan; continues Village At Villa Ticino to Oct. 2

RAV Auto — extension approved The commission approved a one‑year extension for the RAV Auto project at 816 and 820 West Yosemite Avenue (APNs 21919007 and 21919009). Associate Planner Tobin Barnum told the commission the extension request covers the previously approved site plan review (SPC‑22‑88), lot‑line adjustment (22‑89) and conditional use permit (UPN‑22‑90). Barnum said the original approvals were granted on June 15, 2023, and that the applicant “simply [is] requesting more time to prepare for submittal for building permit.”
Project details recorded in the staff presentation include a proposed 480‑square‑foot sales office, on‑site water detention, perimeter landscaping and eight customer parking stalls on a roughly 0.3‑acre combined site. Staff noted there will be no on‑site auto repair, and that the project was previously found categorically exempt from CEQA under the infill exemption (CEQA Guidelines §15332) with a notice of exemption filed June 20, 2023. The commission voted to adopt a resolution granting the one‑year extension. The motion carried unanimously (5–0).
Village At Villa Ticino — hearing continued to Oct. 2 The commission continued the public hearing for the Village At Villa Ticino project — a request that included a tentative parcel map, conditional use permit, minor use permit and site‑plan review for property at 995 North Airport Way (APN as stated in staff report). Deputy Director Jesus Orozco told the commission staff requested a continuance to the Oct. 2, 2025 Planning Commission meeting. The commission moved and unanimously approved the continuance (5–0).
Consent: minutes approved The commission also approved the consent agenda, including the July 25, 2025 Planning Commission meeting minutes. The consent motion carried unanimously (5–0).
Authorities and cited rules Staff cited CEQA Guidelines §15332 (infill exemption) for RAV Auto and referenced the Manteca Municipal Code in the staff report. Barnum noted a typographical error in the public‑hearing notice but said the error did not affect legal notice requirements under the Government Code (staff cited the relevant code section in the report).
Meeting procedure The motions were made and seconded on the record; commissioners voted in favor on voice vote and staff recorded the outcomes. No roll‑call vote lists of individual commissioners were read into the record. No additional conditions or amendments were made to the extension or the continuance at the meeting.
What’s next The Village At Villa Ticino hearing will be held Oct. 2, 2025. For the RAV Auto project, staff indicated the extension preserves the prior approvals while the applicant prepares building‑permit submittals; staff noted standard building‑permit reviews (including ADA access and building‑code compliance) remain required prior to occupancy.
