The City of Southlake Planning and Zoning Commission on Aug. 21 unanimously approved a two-part submittal for CEMA—site plan CA25-0051 and specific use permit CA25-0054—allowing site and landscape improvements and a permanent accessory covered patio at the company's new Southlake headquarters.
Staff presented the combined items and described a phased site plan (phase 1 and phase 2), landscape plans and tree mitigation, a proposed entry plaza and an accessory structure (a permanent shade/patio structure) for employee amenities. Staff noted the application references a prior planning case (C24-0031) and that no surrounding property owner responses had been received.
Company representatives said CEMA has relocated its headquarters from Grapevine to Southlake and expects continued growth; presenters included Catherine Alford (representing Kimberly Moore) and Shay Hurley of CEMA Construction. Alford described the accessory structure as a permanent shade structure intended for employee gatherings and outdoor use; the applicant said no additional canopies or tents are planned at this time.
The commission opened and then closed the public hearing with no speakers. Commissioners praised the activation of the site and the landscaping plan. The motions to approve the site plan (CA25-0051) and the specific use permit (CA25-0054), each referencing staff reports dated Aug. 15, 2025 and the applicable site plan review summaries, passed 5-0.
