Riley County commissioners approve University Park replat, allow HR hire and refer transfer-station repair bids to staff

Riley County commissioners on Aug. 21 unanimously approved Resolution No. 082125 to acknowledge a final plat combining Lots 270 and 271 in University Park Unit 15, authorized the county to fill an as-needed human-resources clerical assistant vacancy and referred bids for repair of the transfer-station tipping floor and chute back to staff for further review.
Planning staff told the commission that applicant Michael Couch asked to combine Lots 270 and 271 of University Park so the combined parcel would allow construction of an accessory structure; the proposal did not include a rezoning request. Staff recommended the commission acknowledge the approved final plat and accept easements, rights of way or licenses as shown on the recorded plan. The commission approved the resolution by voice vote; the clerk recorded the vote as three in favor, none opposed.
The commission also approved a request from the county clerk’s office to fill and advertise an as-needed human-resources clerical assistant position that will become vacant Sept. 3. County staff told commissioners the position had previously been requested as full time but was not approved in an earlier budget cycle; the current motion authorized filling the position “as is,” with the office indicating the job likely merits full-time status in the future. The motion to advertise and fill the vacancy passed on a unanimous voice vote.
On a separate procurement item, county staff presented bids for replacement of the transfer-station tipping-floor and chute wear repair. Staff reported there was a single bidder and that the bid included two alternates: Alternate 1 totaling $592,140 and Alternate 2 — which adds installation plates — totaling $649,580. The contract terms described 100 working days (or 140 calendar days) for completion and a six-week start from notice to proceed, with liquidated-damages provisions noted in the bid documents. Rather than award a contract, the commission voted unanimously to send the bids back to staff for review and recommendation.
No contract awards or hiring agreements were issued at the meeting; staff follow-up was requested for the transfer-station procurement and for documentation related to the University Park final plat and the HR vacancy.
