Commission approves parade application and insurance arrangement for 09:11 courthouse event

The Bannock County Board of County Commissioners on Aug. 21 approved a parade application and related agreement for a Sept. 11 remembrance event on the courthouse front lawn.
Melissa Hartman, veteran services, requested the board sign the permit for the 09:11 event and said she had spoken with county staff about insurance documentation. “I believe you guys have that. I’ve visited with Matthew, and it sounds like you guys probably have that insurance in front of you at this time too,” Hartman said.
Matthew Phillips, HR and risk management director, told the board the county’s insurer had issued a certificate and an explanatory letter; the county typically does not list event organizers as an additional insured because of statute and because the organizer and county share the same insurer (ICRMP). “We don’t place additional insurance on our policy, but we’ve included an explanatory letter from ICRMP,” Phillips said. Commissioners voted to approve the parade application and the agreement as presented.
Hartman described event logistics: Highland High School will provide a band; the judge will participate; local law enforcement will coordinate traffic control and honor guard arrangements after ISU’s ROTC program was discontinued. She said the event will use the Veterans Memorial Building’s lower floor for post-event gatherings and that no parking signs would be set beginning about 3 p.m. and traffic lanes managed between 5:00 and 5:30 p.m. for the ceremony.
