Commission forms annual-plan subcommittee; $20,000 in event grants awarded to four groups

The commission formed a three-member public-art annual-plan subcommittee and staff described the current event-grant awards that staff will implement under the plan.

Neighborhood and community-services staff told the commission the City opened the public-art event grant for fiscal year 2024–25 on April 1 and accepted applications through May 16, 2025. Staff said they received 11 applications and an internal committee recommended four grantees. The meeting record lists the grantees as Notia Bohemia de Salinas, Artist Inc, Alisal Center for Fine Arts, and Eos De Sol; staff said $20,000 is available and each grantee will receive $5,000 after holding their event and submitting final receipts and reports.

Monica Sardina, the city’s community services manager, read the grant timeline and said events must occur before December 31, 2025. Staff described the grants as part of the annual public art plan funded by the municipal art fund, which the commission’s founding ordinance funds via a 1% allocation on eligible city construction projects.

Commissioners asked for updates on prior-year plan items and staff confirmed earlier delays were tied to staffing turnover; staff noted Jose Arriola previously provided commission support and Monica Sardina has assumed the role. Commissioners volunteered for the new subcommittee to work with staff on budget detail and project recommendations for transmittal to the City Council by April 1.

No additional funding appropriations were approved at the meeting; staff said grantees will receive payment only after the events occur and final reports and receipts are received.
