Huron City Commission approves consent agenda, two contractor pay requests and authorizes cybersecurity assessments

The commission approved the consent agenda, which included approval of the Aug. 11, 2025 minutes; personnel actions (the full-time status of Catherine Eimar as deputy accounting coordinator and the promotion and reclassification of Garrett Welch to water sewer treatment operator level 3, among other items); job postings for a water sewer treatment uncertified position and an assistant city engineer; special-event alcohol licenses for events in October 2025; and payment of the bills.
The commission approved pay request No. 8 for bid 2024-11, Fourth Street reconstruction to Midland Contracting in the amount of $33,662.84. Assistant Engineer Dennis Bennett described the payment as a progress payment with only seeding remaining on the project. "This is just progress payment on Fourth Street. Really, all that's left out there is some seating," Bennett said.
The commission also approved pay request No. 14 for bid 2023-21 for the solid-waste transfer station to Northstar Logistics LLC in the amount of $25,894.99 and authorized the mayor to sign the corresponding documents. Bennett said the transfer station project is nearing completion and that the payment covered another progress item.
On a separate departmental item, the commission authorized IT Director Chad Borgen to sign and execute agreements and documents on behalf of the city for assessments performed under the Secure SD program and its partners, intended for security testing and reporting on city cybersecurity posture. Borgen said the authorization covers agreements under the Secure SD umbrella.
