Petersburg Borough staff told the assembly on Aug. 4 that they are coordinating with the U.S. Environmental Protection Agency on a legal agreement to allow the borough to operate while it repairs a broken wastewater plant outflow line in Frederick Sound.
Borough Manager Eastberg and wastewater staff described a failed outfall line and said the EPA will work with the borough to put together a legal agreement to allow operation without penalties while repairs are undertaken. Borough attorney Sarah Heidemann has been briefed and will work with the EPA on the proposed agreement, Eastberg said. The scope of the required work is now better defined, but estimated repair costs remain unknown; staff are beginning budget planning for the outfall repair project.
The manager also updated the assembly on the Pump Station 4 and force main upgrade. The project engineer (PND) approved a repair plan for a buckled cofferdam, and the contractor Rock and Roll is scheduled to carry out repairs. The contractor has submitted a claim for costs related to delay after the discovery of an eagle nest near the work area; borough staff and the engineer are evaluating that claim.
Staff said line crews have been supporting the Pump Station 4 work by providing line cover and de‑energizing overhead distribution so the contractor can work safely. The borough stressed that the ongoing repairs and regulatory negotiations do not yet include a finalized funding plan, and staff will return with budgetary details once costs are defined.
