- Disposal of surplus property (ordinance amendment, chapter 3.16): Council moved this ordinance to the next meeting; staff said the amendment updates code last revised in the 1990s, moves administrative responsibility to the purchasing agent/city recorder and modernizes procedures.
- Animal services fee changes (fee schedule amendments): Council moved the proposed animal services fee schedule changes to the next meeting after discussion of eliminated and reduced fees, changes to citation amounts, and clarified scope of services (for example, the city will no longer provide euthanasia/sedation or cremation services directly).
- Parks and community center fee schedule changes: Council moved the item to the next meeting; staff said rental availability has shifted (some spaces removed from rental inventory), and the item adds an audiovisual tech support fee.
Votes and procedure notes
- The development agreement and zoning map amendment for 2280 South State were handled as separate actions; the council approved both (see separate article for details). Several motions to move items to unfinished business were made by councilmembers Charlotte and Ray (and others) and seconded; roll calls were used for ordinance/resolution approvals. Where the transcript records a roll call the mayor announced the outcome as approved.
