The development agreement, required by the overlay for rezoning, sets project commitments including a four-phase construction schedule; delivery of about 1,800 square feet of retail/commercial space; a publicly available parking component in the first phase with 160 of approximately 470 garage spaces available for two-hour public use; rooftop amenity/event space the city may reserve at a minimum of four days per month (48 days per year); and on-site public art including a planned mural on the west…
