The Grand County Airport Board voted to amend its bylaws to reserve a board seat for the airport's fixed-base operator and also approved minutes from its July 7 meeting.
Board members said the change names one seat that will be filled by a representative of the FBO; if the airport ever hosts more than one FBO, the seat would rotate annually among FBOs. An unnamed board member who introduced the amendment described the change as a two-sentence edit to the bylaws "to say that there will be 1 board seat always filled by the FBO. If we ever have more than 1 FBO, then it will be annually traded." The board voted "Aye" on the motion to adopt the amendment. The meeting also recorded a separate motion and vote to approve the July 7 minutes; that motion passed by voice vote.
Board members discussed how an FBO representative would be selected and potential conflicts of interest. The board agreed the FBO representative would still undergo the board's standard appointment process and that the board expects the FBO to recuse themselves on matters where a direct conflict exists. One board member recommended retaining an FBO seat rather than broadening the seat to "airport business community" representation, saying fuel sales and FBO operations generally affect multiple airport tenants and therefore provide wider institutional knowledge.
Members noted the change was prompted by a current vacancy in a board seat and would not increase the board's size; it replaces the vacant seat with the designated FBO seat. The board heard that two FBO applicants had applied and that staff were waiting for the FBO general manager to indicate a preferred candidate. Board members said the chosen FBO representative would still be subject to the board's normal interview and approval process.
