North Ogden adopts revised Weber County pre-disaster mitigation plan after FEMA timing change

North Ogden’s City Council unanimously adopted a resolution on Aug. 5 to readopt the 2024 Weber County Pre-Disaster Mitigation Plan with an updated adoption date required by the Federal Emergency Management Agency.
Casey Hunsaker, the city treasurer, told the council FEMA asked cities to adopt the plan after the county’s own approval date. Hunsaker said city staff previously adopted the county plan at the council’s April meeting under the assumption that the county’s plan language meant subsequent county edits would be accepted. Last week, FEMA required the city’s local adoption to show an adoption date after Weber County’s June 25, 2025 approval.
Council member Dalpaz moved to approve Resolution O-7-2025 (the 2024 Weber County Pre-Disaster Mitigation Plan including FEMA-requested changes) with an adoption date of Aug. 5, 2025. The council conducted a roll-call vote and the motion passed unanimously.
The readoption allows North Ogden to remain eligible for FEMA mitigation grant programs that require a locally adopted county mitigation plan.
