Roseville awards $2.9 million council chambers renovation contract to Z Squared Construction

The Roseville City Council on Aug. 6 approved a resolution awarding a contract purchase agreement to Z Squared Construction (referred to in the packet as 2 Square Builders, Inc., dba Z Squared Construction) for the city council chambers renovation and addition project. The council authorized the city manager to execute the agreement and approved a change order authority up to 15% of the contract amount. The motion passed on a roll call vote with Vice Mayor Albert, Council Member Mendonza, Council Member Ricucci and Mayor Berlusconi voting yes; Council Member Howell DeShelter was excused.
Public Works Director Jason Schakowsky and Facility Services Division Manager James Kremko presented the project. Kremko said the facility services division identified the chambers as a priority for rehabilitation because of aging infrastructure, security limitations and evolving space requirements. The project budget was described as approximately $2,900,000 and split into two phases: rehabilitation of the existing chambers and construction of a new lobby and a staff conference room. Staff said the work will be funded by public educational/governmental (PEG) access funds and public facilities funds, not general fund dollars.
Staff provided a schedule: exterior construction is scheduled to begin Sept. 2, 2025, interior work will begin in mid-October 2025, the council chambers will be unusable for about six months during interior work, and estimated completion is April 2026, weather permitting. Staff said they are considering alternate locations for council meetings while the chambers are closed and will notify the public at least 30 days in advance of closure.
During public comment, Jennifer Chapman said she was "shocked" the project was proceeding under a stated notice of exemption and said the proposal appeared larger than a "minor alteration." She asked for clearer demonstration of demand for added capacity and questioned whether the project properly qualified for an exemption under CEQA. Council members expressed support for safety and capacity improvements and noted the project accommodates not only council meetings but also boards and commission use.
The council approved resolution number 25-261 (as stated in the meeting) authorizing the contract with Z Squared Construction and delegating execution authority to the city manager, including the 15% change-order contingency.
