Roseville council adopts 2025 Emergency Operations Plan after public questions about operational detail

The Roseville City Council adopted the 2025 City of Roseville Emergency Operations Plan at its Aug. 6 meeting following public comment urging more operational detail. The motion passed on a 4-0 roll call (Vice Mayor Albert, Council Member Mendonza, Council Member Ricucci and Mayor Berlusconi voting yes; Council Member Howell DeShelter excused).

The plan is intended as the city's guiding document for coordinating emergency preparedness and response. Council staff presented the plan on the consent calendar; the council approved the item after hearing public comment and without further revision at the meeting.

During public comment, Jennifer Chapman, a Roseville resident, said the plan contained “almost nothing operational,” noting it primarily identifies two emergency operation centers and otherwise reads like boilerplate. “There’s nothing about evacuation, which is typically one of the main things that the public would look for,” Chapman said. She also said the plan did not include the Roseville Coalition of Neighborhood Associations map and urged the city to add neighborhood-level operational details and scenario testing for residents with mobility limitations.

Council members did not request changes at the meeting; staff recommended adoption. The council recorded the vote by roll call: Vice Mayor Albert — yes; Council Member Mendonza — yes; Council Member Ricucci — yes; Mayor Berlusconi — yes. Council Member Howell DeShelter was excused.

The adopted plan will be the city’s official emergency operations guide for 2025. The council did not set an implementation deadline or additional reporting requirements during the meeting.
