The changes allow remediation to be completed before or after a re‑examination and give staff authority to vet remediation programs under specified standards.
"Most of the requirements are coming out of PaperVision," staff told the committee when explaining how remediation and case records are handled in the agency’s systems.
The committee also reviewed several candidate requests for remediation or exceptions to remediation requirements. Notable outcomes: - The committee approved a remediation program to be offered by Dr. Sean Mung at UCLA for an applicant who had failed the prosthodontics component multiple times. - The committee approved an exception for a candidate who passed on a later attempt after completing a Commission on Dental Accreditation (CODA)‑accredited general practice residency (GPR), contingent on primary‑source verification from the GPR program. - Another applicant’s exception request was approved after the committee reviewed residency and specialty documentation presented at the meeting.
Fingerprinting and state identification numbers
The committee announced a new administrative process to address historical gaps in the agency’s criminal‑history linkage. Because the agency did not collect state identification (SID) numbers consistently prior to 2016, many licensees lack SIDs in the licensing database and would not be automatically matched to subsequent criminal‑history records. Starting Jan. 1, 2026, licensees who lack an SID in the agency database will be required to submit fingerprints upon renewal so the agency can obtain a state identification number and receive automatic notifications of criminal history events. Staff said the fingerprinting fee is a one‑time charge (about $35) that goes to the fingerprint vendor; the agency will provide a unique QR code and an FAQ before requiring applicants to submit prints.
Other procedural items
Committee members also approved several clarifying cleanup rules (103.2, 104.0.1 and related items) and faculty licensure updates. Staff noted that adopted rules will be posted and enter the Register according to the standard administrative timeline.
The committee backed staff recommendations in multiple votes and directed staff to publish FAQs and process instructions ahead of the January fingerprinting start date.
