Housing program manager Jackie Wellahan told the board the project’s two lotteries produced a total of 23 qualified buyers. “We had 10 buyers moving forward [from the phase 1 lottery]…and the second lottery…we had 11 buyers moving forward,” Wellahan said. She added that two county employees subsequently applied, bringing the total to 23 and leaving one larger two-bedroom, two-bath unit still available.

County staff described the agreement as a combined notice to proceed and construction agreement with Oakwood; staff said the document reserves a public meeting if either party seeks to modify the notice to proceed. Amy (project representative) expressed the developer’s continued commitment: “We’re really pleased with the results of the buyers and the work Jackie and the realtor and team have put in thus far,” she said.
Board discussion was brief. A commissioner made a motion to approve “the notice to proceed without adjustment,” the motion was seconded and the board voted to approve with an affirmative tally recorded as three ayes.
The board did not instruct staff to scale back or alter the project at the meeting; commissioners instead approved moving forward as proposed. Staff said execution of individual buyer contracts will continue in the coming days.
The decision advances a project intended to add 24 homes; staff and the developer said they are confident the remaining unit can be sold to a local buyer. The board requested no additional conditions at the meeting and asked staff to provide updates at future meetings.
