Staff recommends formally terminating paused racket facility design contract; about $150,000 spent to date

City staff provided an update on the racket facility design contract and the current funding position.
Staff said the design contract with CNI Design was approved in October 2024 at a contract amount of $997,500. Work was paused previously after operational-feasibility review, and staff reported total expenditures to date on design were $149,625. The staff member said both parties have contractual provisions allowing for a friendly termination and that, if the commission concurs, staff would place a termination item on a future commission agenda to formally end the design contract and ensure outstanding services are paid.
Staff indicated the remaining design budget (approximately $847,000 by subtraction from the original contract) is held in the capital projects fund and that staff will present options for reallocating the funds during an upcoming mini-CIP discussion in August. Commissioners asked whether funds had been transferred from the general fund to capital projects; staff said transfer(s) had occurred and that staff would confirm current fund balances and return with details.
Staff recommended terminating the design contract under its termination provisions and noted termination would finalize payment for services rendered to date and allow the city to reallocate remaining capital project funds elsewhere in the upcoming CIP process.
