Council approves amendment with Fuss & O'Neill for Coventry High School sewer connection

The Coventry Town Council unanimously approved Resolution 2025-87 authorizing the town manager to sign Amendment No. 2 with Fuss & O'Neill to provide construction observation and oversight services for the Coventry High School sewer connection project.
Maria Broadbent, assistant town manager, told the council the amendment secures on-site engineering representation and oversight through the project's completion. She said most of the underlying construction contract is time-and-materials and that having an engineer in the field helps ensure accurate billing and adherence to plans.
Broadbent said the amendment addresses permitting concerns raised earlier in the project and confirmed the work will not affect protected bat habitat. She and Town Manager Dan Perillo said the amendment cost is paid from the bond proceeds approved for the sewer project.
Council members asked about long-term recourse if defects appear decades later; Broadbent and staff said the town’s standard performance, construction bonds and insurance cover contractor performance and that field oversight increases the likelihood of catching issues during construction. The council voted 4–0 to approve the amendment.
