City staff outlines 2025 CDBG annual action plan and public comment schedule

Robin Collins, Community Development Director for the City of Caldwell, briefed the council during a workshop on the city’s draft 2025 Community Development Block Grant (CDBG) Annual Action Plan and the required public engagement schedule.
Collins said HUD notified the city of an allocation of $464,994 for program year 2025 (fiscal year 2026). The annual action plan implements the city’s five‑year consolidated plan and lists specific activities for the coming program year. Collins said the draft plan uses the HUD allocation together with available city reserves to support acquisition for new affordable housing, public facilities and improvements, public services (capped at 15 percent of the annual allocation), housing rehabilitation and general program administration (capped at 20 percent).
Planned allocations in the draft plan include $400,000 for acquisition of land to support new affordable rental units and $600,000 for public facilities and improvements. Public services are capped at 15 percent of the annual allocation (Collins noted that cap equals $69,749 under the HUD allocation), and program administration is capped at 20 percent. Collins said the draft also sets aside roughly $65,000 for homeowner rehabilitation, down payment assistance and emergency repairs.
Collins reviewed recent performance: 26 new affordable rental units were completed last year and filled within 30 days; 44 percent of the persons housed earned less than 30 percent of area median income. She said 10 affordable homeowner units are under construction with city‑supported land acquisition and that 15‑20 homeowner rehabilitation or critical repair projects are expected this year.
The public comment period on the draft action plan opened June 23 and runs through July 24; Collins said the required public hearing is scheduled for Aug. 4 at 6 p.m. and the city must submit the final plan to HUD before Aug. 16 to secure the allocation. The program year begins Oct. 1.
Council members asked whether CDBG activity would be coordinated with urban renewal projects in the north side expansion; Collins said coordination is possible if an area qualifies as low‑to‑moderate income and that staff will continue communication with urban renewal staff.
No council action was required at the workshop; Collins said the item is informational and will return for a public hearing and final council action as required by HUD rules.
