Elgin council adopts code change requiring new structures to sit one foot above 100-year floodplain

The Elgin City Council adopted an amendment to the development code that raises the minimum elevation for new structures in the 100-year floodplain from "at or above" to one foot above the 100-year floodplain.
The Planning & Zoning Commission conducted workshops and recommended updates to modernize terminology and create a checklist for plot submissions. Staff said the amendment applies only to new construction and will not require existing buildings or previously platted lots to be elevated retroactively. For additions and renovations, the code will generally apply the elevation requirement only to the new portion (for example, an addition) rather than forcing a complete property elevation.
The ordinance was moved, seconded and approved in a recorded voice vote.
Ending: Staff said the code rewrite includes administrative clarifications and a public checklist for engineers; the change takes effect for new building permits going forward.
