Papillion staff to seek ordinance changes as pavilion floodproofing, playground surfacing prompt budget adjustments

City Administrator Miss Powers told the Papillion City Council on Oct. 21 that the recreation department will request an amendment to the management-exempt ordinance to create new management-exempt positions and support a recreation strategic plan.
Powers said the department has compiled three months of patron and staffing data to guide operational changes. "Over the past 3 months, I've been working with Tracy and Tim on a recreation department strategic plan to look at long term solutions for the overall efficiencies of the department," Powers said. She told council the overall recreation budget supports the positions and that staff will reconcile internal recreation fund changes at the next budget amendment.
Pavilion construction and contingency use: Powers updated the council that concrete will be poured the following week and that the city remains uncertain whether the large pavilion will be completed in time for the planned Pavilion Days. She said floodproofing for the pavilion is expected to consume most of the project's contingency funds and that the city will present a change order for floodproofing and several minor changes at the Nov. 4 council meeting.
Playgrounds and events: Powers also reported that poured-in-place rubber surfacing projects at Hickory Hills Park Playground and Halleck Park Playground had finished the prior week and that both parks are open. She reminded residents that fall cleanup days and a city-hosted Halloween Safe Night at Papillion Landing Field House are upcoming and noted the event could increase parking congestion.
Council action on parks rules: The council approved an ordinance to amend Papillion Municipal Code section 142.4 to provide for violations of parks and recreation rules and regulations and separately approved a resolution adopting initial parks and recreation rules and regulations. The parks rules resolution passed on a recorded vote in the meeting; the municipal code amendment was passed as part of the consent sequence and marked approved by the council.
Next steps: Powers said staff will present the ordinance amendment to the council for introduction at the next meeting and will present the pavilion floodproofing change order and budget reconciliation at the Nov. 4 council meeting. She invited council members to contact her with questions.
