Board debates transportation contract details, approves actions but asks for unit-cost breakdown

Board members pressed district administrators for more detail about transportation contracts and staffing during the Oct. 21 meeting, saying a $3.78 million renewal lacked a clear unit-cost breakdown and asking staff to return with details at the next meeting.

Board discussion focused on a renewal of transportation services that staff presented as an extension of an original 2023 contract. Several trustees said the agenda document listed a package price rather than the per-bus or per-student unit costs that other contracts included. A board member asked whether approving the contract at the meeting would interrupt service; staff said the vendors had already been providing service under the prior award but that more information should be supplied to the board for clarity.

Trustees also discussed staffing in the transportation office. The district reported vacancies at the director/coordinator level and said it had hired consultants and planned to present a proposed restructuring to the board in January. The board approved action items 1 through 11, including contract renewals, in a roll-call vote; the motion on those action items was moved by Mr. Gruber and seconded by Mr. Weismandel, and the motion carried. Several trustees asked administration to provide a full contract appendix or original bid document showing unit pricing and the number of buses or routes associated with the package by the Nov. 3 meeting.

District staff said the transportation office is supporting both public and nonpublic routing and that routing requires ongoing maintenance throughout the school year for new students and changes. Administrators said they are also working with outside consultants to analyze long-term staffing and routing needs.
