City attorney: Meridian accepted conveyance agreement subject to conditions; land‑use interpretation still pending

City Attorney Martin updated the Lake City Council on Oct. 20 about ongoing negotiations surrounding Meridian Behavioral Healthcare’s proposed conveyance of Lakeshore Hospital Authority property.
“Meridian Behavioral Healthcare has accepted the conveyance agreement … subject to conditions that must be fulfilled before they will enter into the agreement,” City Attorney Martin said, adding that one set of conditions involves funding between Meridian and Lakeshore and does not involve the city.
Martin said a second outstanding issue is defining the conditions under which Meridian would be allowed to operate in the city as a nonconforming, grandfathered hospital use. He said attorneys for the parties have held three conversations since Meridian’s conditional acceptance and that another meeting was scheduled. “They are productive,” Martin said, and the discussions aim to narrow and define those operational conditions for incorporation into an administrative determination letter from the city’s land‑use administrator.
Martin explained the land‑use administrator’s role would be to interpret the city’s land‑use code where definitions are lacking and to issue an administrative determination describing what qualifies as a hospital under the code.
Councilman Jernigan thanked Martin for the concise update and said he preferred brief status reports given the issue’s multi‑year history. Martin said the parties are continuing attorney‑level discussions and that the city is working to craft clear administrative guidance on the land‑use issues.
No formal council action was taken on the Meridian/Lakeshore matter during the meeting.
