Rowan County commissioners on Oct. 20 approved a county flag program policy that establishes procedures, fees and limits for flying and presenting flags flown from the county building.
Under the adopted policy any county resident or organization may request a flag via an online form. Flags will be flown from a balcony flagpole during regular county business hours for one business day per request (additional days can be requested in advance). Commissioners each receive 15 flags per fiscal year to present for ceremonial or memorial purposes. The policy sets a fee of $38 per citizen-requested flag to cover the cost of the flag, case and supplies; staff said the county will offer display cases and arrange a presentation or pickup.
Staff outlined operational details: requests should be submitted at least two weeks in advance, staff will create a certificate for recipients, flags will be folded/presented with standard care, and flags will not be flown during unsafe weather or outside business hours. The policy was modeled after the state capitol program but scaled to county staffing; staff noted the capitol receives many more requests and has dedicated staff for the service.
