Council approves Harris Village subdivision plat and PUD rezoning for East Harris Road

The Muskogee City Council approved the preliminary and final plat for Harris Village Subdivision and adopted a planned unit development rezoning (Ordinance No. 42 69 A) at its Aug. 30 meeting.
Planning staff said the development, on 2.316 acres east of York Street in the Country Club area, is intended to add housing options targeted to individuals and families wishing to retire within the city. Sarah Winkle told council the planned units will be a maximum of two-and-a-half stories (35 feet) with average living area around 2,000 square feet (excluding garages), and lot sizes around 5,600 square feet under the PUD. She also said the project will add two fire hydrants to serve the addition.
Winkle described PUD‑specific setbacks of 10 feet front, 5 feet side, 10 feet street side and 10 feet rear, contrasted with standard R‑1 requirements. Staff recommended approval of both the plat and the PUD rezoning. Council moved, seconded and approved both items by roll call; Mayor Patrick Kale recorded an abstention on the plat and on the PUD ordinance.
The PUD rezoning and plat approval allow the developer to proceed with lot layout and building standards as shown in the approved documents. Staff said utilities will be provided, and the PUD adjusts lot and setback standards from the base R‑1 zoning to enable the proposed housing layout.
