KUNA JOINT DISTRICT trustees considered and moved forward a set of policy amendments and procedures, including a revised protocol for complaints about banners, posters and other displays.
Board members approved first readings of several policies and later approved the second reading of policies that include the procedure governing displays and complaint review. During discussion trustees asked several procedural questions about how the complaint committee would be constituted, whether a board member should serve on the committee, whether a teacher should be included, and whether complaints must come from district parents, staff or students rather than any member of the public.
Staff said the display complaint procedure was modeled after the district's existing library review process; the procedure requires a committee review and that a written recommendation be forwarded to the board by the superintendent if unresolved. Trustees asked staff to clarify whether committee recommendations automatically come to the board and whether the committee membership would be fixed or rotating; staff said the intent was to create consistency with the library process but would return corrected formatting and any technical edits at a later meeting.
Trustees approved the policy readings by recorded voice votes. Staff said three policies would be returned for corrected second readings because of formatting or typographical errors.
