Buyer seeks update on Warren Hollow subdivision; city lists remaining final plat and utility items

An interested buyer under contract for a Warren Hollow-area project asked city staff for the status of entitlements and any remaining issues.
Planning staff said the planning commission granted preliminary plat approval previously but the final subdivision approval had not been completed. Staff said a set of final items remains, including restoring the buildable-area designation on the final plat (the buildable-area graphic was included on the original concept but removed from a subsequent version) and confirming park/open-space improvements that were part of the original development agreement (Parcel A was described in the agreement as open space with a walking track, pickleball court, playground and pavilion).
Utility and service status: staff said culinary water exists on Washington Boulevard but secondary irrigation (secondary water) requires inclusion in Pine View Water’s district; staff said the developer needs to coordinate the inclusion process with Pine View and that after inclusion the developer should obtain a Bonavista will-serve for culinary water. Staff also noted ongoing coordination needed for storm drain and sewer tie-ins through adjacent properties and utility easements. The city also said final addressing and some plat annotations remain to be completed.
HOA and connectivity considerations: the city raised the idea of negotiating combined open-space or HOA arrangements if adjacent developments can be coordinated to create a larger, more viable open-space component—any such change would likely require an amendment to the development agreement. Staff said connectivity between parcels and a public right-of-way linking to 800 North is a city priority.
Next steps: staff advised the buyer to pursue Pine View inclusion and Bonavista will-serve letters and for developers to confirm final plat notations for buildable area and park/Parcel A amenities before the city will issue final approval.
