Shelby County signs low-cost lease in Millington to house adjudicated youth while county facilities transition

The Facilities committee approved a four-year lease agreement to secure approximately 10,000 square feet of space in Millington to continue housing adjudicated youth who must be kept sight-and-sound separate from adult detainees.
Chief Administrative Officer Alicia Lindsey of the Shelby County Sheriff’s Office said the space will support education and programming for adjudicated youth and help the sheriff’s office manage capacity constraints after leaving the Walter L. Bailey Criminal Justice Center. "This space is necessary," Shelby County chief jailer Jayla Kirkfields told the committee, adding that the department is currently managing seven adjudicated youths who must be housed separately under state law. Kirkfields said the facility will require about three staff members per shift to operate safely.
The agreement sets the first-year annual rent at $100 with a 5% increase on each anniversary year; the resolution authorizes the lease and requires funding from the Sheriff’s Office general fund budget for furniture and supplies. City Manager Frankie Daken of Millington said the city offered the space as support to the county during capacity challenges and described the rent terms as a local cooperation measure.
Committee members asked about staffing and long-term plans for juveniles; chief jailer Kirkfields and city manager Daken said the Millington site is a stopgap to preserve programming and separation requirements while longer-term options are pursued. The committee recorded seven aye votes in favor of the lease and forwarded it with a favorable recommendation.
