Shelby County approves $2.99 million contract to repair Collierville-Arlington Road overflow bridge

Shelby County’s Public Works Committee voted to forward a recommended contract to repair the Collierville-Arlington Road overflow bridge after hearing project details from county engineers.
The committee recommended awarding a construction contract to Bell and Associates Construction LLC for $2,000,798.90, plus an extra work allowance of $200,000, and accepting a Tennessee Department of Transportation (TDOT) grant that together require a total appropriation of $2,998,009.90 in FY2026 state aid and state gas tax funds. The contract was introduced by Commissioner David C. Bradford Jr. and seconded by Commissioner Mills. The committee reported two aye votes and one abstention in the formal tally.
Jim Crook, project engineer for the Shelby County Engineering Department, told the committee the job is a bridge rehabilitation that will keep the bridge open to traffic during construction. “This item is a bridge rehabilitation project on Collierville-Arlington project, it will remain open to traffic during construction,” Crook said. He said the contractor will use temporary traffic signals at each end of the bridge to alternate directions and provide access to each side during work hours; at the end of each workday the bridge will be open.
Crook said construction will take approximately 12 months. Purchasing initially received no bids; after a rebid Bell Construction Company — headquartered in Nashville with a local Memphis field office — submitted the sole responsive bid. TDOT reviewed the bid and concurred with the recommended award and will cost-share the project at a 98% state, 2% local split. The county share will be funded through State Gas Tax Funds.
The committee report recorded two aye votes (Morrison and Bradford) and one abstention (Brooks). The item will move forward with a favorable recommendation to the full commission.
The county said the work is intended to address structural needs while preserving traffic access; construction phasing and traffic control details will be part of the contractor’s work plan and county oversight.
