El Paso County PID No. 5 approves inclusion of Retreat at Prairie Ridge filings 1, 2 and 4

El Paso County Public Improvement District No. 5 approved a resolution Sept. 23 to include portions of the Retreat at Prairie Ridge development — filings 1, 2 and 4 — into the district, a 4-0 vote after the developer withdrew filing 3.

County attorney staff said the inclusion is intended to allow partial payment of the road impact fee when the subdivisions are platted, and no members of the public spoke on the item.

Lori Sego, senior assistant county attorney, told commissioners that the item was moved from the consent calendar to the regular calendar after the developer notified staff it wished to withdraw its request to include Retreat at Prairie Ridge filing No. 3. "So at this time, they are only requesting that filings 1, 2, and 4 be included into PID number 5," Sego said. She added, "The purpose of that inclusion is for partial payment of the road impact fee when those subdivisions are platted."

The board voted to excuse Commissioner Williams before taking up the item; the recorded vote on the inclusion resolution was four ayes, no nays. The transcript records no explanation for the developer's withdrawal of filing 3. The chair called for public comment and reported none online or in the room before the motion was moved and seconded and the roll called.

The resolution approves the petition for inclusion as amended on the record to remove filing 3 from the request. The action does not record any further directions to staff or conditions on the inclusion; commissioners did not request additional findings or reports during the brief discussion.

With the vote recorded as 4-0 in favor and Commissioner Williams excused, the meeting adjourned shortly after the action.
